A bill would authorize a new gaming regulator, while another would prohibit social casinos
Virginia is taking steps to enhance its gambling oversight by proposing the creation of the Virginia Gaming Commission (VGC), an independent regulatory body. House Bill 2498, currently under review by the General Assembly, outlines plans for the new commission, which would oversee most legal gambling activities in the state, excluding the state lottery.
The VGC would regulate casinos, sports betting, and other permitted forms of gambling, ensuring compliance with laws and maintaining fair operations. It would also manage licensing, enforce regulations, and investigate potential violations. The commission would have the authority to create guidelines aimed at preserving the integrity of the gaming industry, with transparency and accountability mechanisms in place.
Supporters of the bill argue that a centralized and independent regulator would strengthen consumer protections and enhance industry oversight. This proposal reflects Virginia’s expanding gambling landscape, which has seen rapid growth since the legalization of casinos and sports betting in recent years.
Casinos are under construction in cities like Bristol, Portsmouth, and Norfolk, while sports betting has brought over 15 operators into the state. However, online casinos remain absent, with recent efforts to legalize them withdrawn earlier in this legislative session.
If passed, the legislation would transfer personnel from existing state agencies to the new commission and make technical adjustments to current laws to align with the updated framework. These changes include redefining legal terms, updating penalties for violations, and repealing outdated statutes.
With the gambling industry growing in Virginia, the proposed commission aims to ensure the sector operates responsibly while keeping up with its evolving demands. The bill’s next step involves review by the House Committee on General Laws before it moves to the full House of Delegates for further consideration.
