Virginia Casino Bill Takes Another Step Forward

The debate is expected to continue as lawmakers negotiate a final version of the bill

A proposal that could lead to a new casino in Fairfax County moved forward this week in the Virginia legislature. Lawmakers in the Virginia House of Delegates voted Wednesday to approve a bill that would allow the project, sending it into the next phase of the legislative process.

The Senate had already approved its own version of the bill in February. Because the two chambers passed different versions, lawmakers must now meet in conference to work out the differences. Only after both sides agree on a final version can the proposal move closer to becoming law.

The legislation would allow a casino to be developed somewhere in Fairfax County as part of a larger mixed-use entertainment complex. Supporters say the project could bring new activity to the area while helping the county address financial pressures.

Backers of the measure argue that Fairfax County relies heavily on property taxes to fund services. They believe a casino could help diversify revenue by adding new tax income while also creating jobs tied to construction, hospitality, and entertainment.

State Sen. Scott Surovell, who pushed the idea again this year, has said the county’s property tax rate is among the highest in the Old Dominion. He believes allowing a casino project could ease that burden by providing another source of funding for local government operations.

However, the proposal continues to face strong resistance from community groups and some residents. Critics say the area could see heavier traffic and worry about potential social issues tied to gambling, including addiction.

A group called the No Fairfax Casino Coalition has been vocal in its opposition. Members argue that the economic benefits are often overstated and that large developers and casino operators would gain the most from the project.
