Supporters say a relocated casino could bring hundreds of jobs and major investments
Indiana lawmakers have expanded a casino restructuring proposal by adding three more counties to the list of possible relocation sites. The House Public Policy Committee voted 9–1 to approve an amendment that broadens House Bill 1038, which centers on moving the Rising Star Casino license from Rising Sun.
With the change, Allen, DeKalb, Steuben, and Wayne counties are now eligible to compete for the relocated license. Committee chair Rep. Ethan Manning said the additions reflect interest shown by local leaders who have stepped forward during the process.
Steuben and Wayne counties made their case directly during Thursday’s hearing. Steuben County officials highlighted their location near the Michigan and Ohio borders, along with access to Interstate 69 and the Indiana Toll Road. Local leaders also pointed to an established tourism base that already brings millions of visitors to the area each year.
Wayne County officials leaned on findings from a state-commissioned Spectrum Gaming study, which ranked their area among the top potential sites. Lawmakers noted, however, that Indianapolis and northeast Indiana ranked higher in the same analysis, keeping competition tight.
Not every county added appears eager to pursue a casino. DeKalb County leaders have not publicly backed the idea, and some state legislators remain opposed to placing a casino in Allen or DeKalb counties.
If the bill becomes law, the decision process will stretch well into 2027. Applications from existing casino operators would be accepted this fall, followed by competitive bidding overseen by the Indiana Gaming Commission. A final recommendation is expected by mid-April next year.
