Lawmakers will only move forward with public support, which continues to wane

Thailand’s push to legalize casino resorts has stalled amid growing public resistance and political instability, despite early momentum and significant economic potential. The country’s proposed Entertainment Complex Bill, which once appeared likely to pass by the end of the year, has been pulled from legislative consideration. Lawmakers now say they’ll revisit the proposal only if there’s broader public support.

Back in March, the cabinet approved a draft of the bill that would have allowed up to five casino resorts to be developed across Thailand. The plan aimed to stimulate tourism, create jobs, and attract foreign investment. Global interest was immediate, with major casino operators from Macau showing serious interest. Projections estimated annual revenues between $8 billion and $15 billion, potentially placing Thailand behind only Macau and Las Vegas in global gaming markets.

Despite those numbers, the bill never gained traction among the Thai public. A national survey revealed that as much as 80% of the population opposed legalized casinos. Concerns centered around gambling addiction, increased crime, and social consequences. Activist groups made their stance clear, organizing protests in front of Government House in Bangkok.

Matters worsened in June after Prime Minister Paetongtarn Shinawatra, a vocal supporter of the plan, was suspended following the release of a controversial phone call with Cambodian leader Hun Sen. In the recording, the prime minister appeared to side with Cambodia after a military skirmish between the two nations, creating political fallout that disrupted her administration.

With her suspension and public opposition mounting, the government shelved the bill. However, legal experts say the idea is not dead. Bangkok attorney Panisa Suwanmatajarn noted the legislation could be revived if politicians return to the drawing board and engage with the public more effectively. She stressed that future efforts should focus on transparency, inclusive consultation, and building trust before any further legislative moves are made.
