The South American country is going to open its retail and online gambling markets

Paraguay has officially ended its gambling monopoly after the government signed Law No. 7348/2025, opening the door for private operators to legally offer games of chance both online and in physical locations. The new legislation replaces key aspects of the old framework that restricted gambling activity to companies that won exclusive public tenders.

This move comes after a year of legislative work, which began with the Chamber of Deputies passing the proposal in late 2024. The updated law introduces a modern regulatory framework aimed at encouraging transparency and expanding oversight.

Central to the new system is the National Gaming Commission (Conajzar), now functioning as a decentralized body within the National Directorate of Tax Revenue (DNIT). Conajzar will have full authority to regulate gambling activity nationwide and impose penalties on operators who fail to comply with the rules.

One of the main goals behind the legislative change is to better protect players and minimize illegal gambling. Carlos Liseras, head of Conajzar, said a major factor in passing the law was to prevent minors from being exposed to unregulated betting environments. The commission also expects this shift to improve tax collection, with estimates suggesting state revenue from gambling could double in the near future.

Private companies seeking to operate must meet strict requirements, including financial stability and a clean legal record, both locally and internationally. They must also keep their facilities at least 200 meters away from schools and other educational institutions. Equipment and systems must follow new technical standards, verified by accredited agencies.

The law strengthens cooperation between government bodies and paves the way for international collaboration. Conajzar has already signed agreements with institutions abroad, with more partnerships expected. Officials believe this approach will bring lasting improvements to the sector, increase investor confidence, and deliver better protection for players.
