The country’s president has signed off on legislation that will alter the country’s gambling ecosystem
Paraguay has passed Law 7438, a significant reform aimed at ending the gambling monopoly and modernizing the country’s gaming industry. The legislation, approved by the Chamber of Deputies in December, introduces measures to combat illegal gambling, safeguard minors, and promote transparency in the sector.
Under the new law, oversight of the National Gambling Commission (Conajzar) has been transferred to the National Directorate of Tax Revenues (DNIT). This change is expected to enhance operational efficiency by providing Conajzar with improved logistical and technical resources. By separating the commission from the Ministry of Economy and Finance, the government seeks to strengthen regulatory enforcement and adapt to the evolving gambling market.
Key provisions include the ability to block unauthorized online gambling platforms and confiscate equipment linked to illegal activities. Violators face penalties of up to five years in prison. Additionally, licenses will now be distributed in three categories, covering areas like sports betting and the traditional Quiniela lottery.
Carlos Liseras, head of Conajzar, highlighted the advantages of DNIT’s nationwide reach, which will aid in enforcing stricter controls and cracking down on unlicensed operators. He emphasized that these measures are crucial for protecting vulnerable populations and ensuring compliance with the law.
Law 7438 replaces a 28-year-old framework, signaling Paraguay’s commitment to fostering a competitive and equitable gambling environment. By allowing new games under regulated conditions, the law encourages innovation while safeguarding users.
