The country is moving quickly to clean up its gaming regulatory image
Curaçao has taken a significant step toward overhauling its gaming industry with the approval of the National Ordinance on Games of Chance (LOK). Passed by a parliamentary vote of 13 to 6, this legislation aims to modernize the island’s regulatory framework, addressing longstanding criticisms of its permissive and outdated system.
The new law introduces a range of reforms designed to align Curaçao’s gambling sector with international standards. Among the most prominent changes is the establishment of the Curaçao Gaming Authority (CGA), which will serve as an independent regulatory body. The CGA will replace the current Curaçao Gaming Control Board (GCB) and oversee licensing and compliance for both B2C operators and B2B suppliers.
The reforms place a strong emphasis on player protection, anti-money laundering (AML) measures, and responsible gaming practices. Operators will face stricter compliance requirements, and new licensees must now establish a physical presence on the island and undergo thorough due diligence checks.
Existing operators will transition to the updated framework through a grandfathering process to ensure continuity while adhering to the new standards.
Under the previous system, gambling licenses were issued through a master license model with minimal oversight, leading to reputational challenges for the jurisdiction. The LOK aims to rebuild trust and position Curaçao as a credible and well-regulated hub for online gaming. The changes are expected to provide benefits for players and operators while improving the jurisdiction’s global standing.
The announcement was met with optimism, with Aideen Shortt, PR and Marketing Consultant for the GCB, calling it “a great day for our industry.” By strengthening regulatory oversight and introducing modern practices, Curaçao hopes to secure a more stable and reputable future for its gambling sector.
