Two bills will allow lawmakers to consider introducing online gambling
Massachusetts is preparing to explore the legalization of online casinos, joining several states considering similar legislation. Senator Paul Feeney and Representative Daniel Cahill have introduced companion bills, SD 2240 and HD 4084, aimed at bringing regulated online casino gambling to the Bay State. These proposals come amid nationwide discussions on expanding the online gambling industry, despite increased scrutiny in some areas.
The bills would grant the Massachusetts Gaming Commission authority to oversee and license online casinos. Each of the state’s three casinos could partner with up to two online operators, while up to four independent companies could apply for untethered licenses. The legislation covers games such as poker, blackjack, craps, roulette, slots, and other casino offerings.
The proposed tax rate for online casino revenue would be set at 20%, with operators paying $5 million for an initial five-year license and an equal amount for subsequent five-year renewals. Proponents argue the move could generate significant tax revenue, which many states see as a solution to budget deficits.
Massachusetts isn’t alone in pursuing online casino legalization. States like Illinois and Maryland are also considering the potential financial benefits. Illinois Governor JB Pritzker has expressed interest in including online gambling in his budget plan to address a $3 billion deficit. Similarly, Maryland lawmakers are revisiting efforts to legalize online casinos after a proposal passed the House in 2024.
While the Massachusetts bills focus on expanding gambling, other measures aim to address responsible gaming practices. Senator John Keenan has introduced legislation advocating stricter safeguards and proposing a substantial tax increase on sports betting. Discussions continue, and the Bay State could become the next one to tap into the growing online casino market.
