The first draft of the updated guidance will be introduced on April 10

Italy is preparing to release a major update to its gambling laws, with officials expected to publish a draft framework soon. The plan focuses on reshaping rules for land-based gambling, following earlier reforms that targeted online operators. Lawmakers are aiming to tighten oversight while modernizing how the sector is managed.

The proposal is currently under review by regional and local representatives before its official release. Authorities want to ensure that both national and local interests are reflected in the final version. This step highlights the growing role that regional governments are expected to play in regulating gambling activity across the country.

One of the central features of the reform is stricter control over physical gambling venues. New rules are expected to limit operating hours and enforce clearer distance requirements between gaming locations and places like schools or hospitals.
These measures are designed to reduce public exposure and address social concerns tied to gambling.

The draft also introduces updated licensing models across several sectors. Operators for gaming machines, retail betting, and bingo halls will face revised entry costs and requirements. These changes aim to create a more structured and competitive system while ensuring that only well-funded operators can enter the market.

Officials are also looking to address the rise of unregulated gambling. Reports suggest that illegal activity has grown in recent years, cutting into tax revenue and weakening oversight. By tightening compliance rules and improving enforcement, regulators hope to bring more activity back under official control.

Another key element involves sharing revenue with regional authorities. Funding will be allocated to local governments, giving them a stronger incentive to participate in enforcement and regulation. Additional measures include the creation of a monitoring body focused on problem gambling and stronger financial oversight standards.

The timeline is important, as the government is working within a broader legislative deadline later this year. Finalizing the reforms would help avoid further extensions of existing licenses and set a clearer path for the future of Italy’s gambling industry.
