The goal is to attract more tourism and tourist dollars
City and state leaders in Indianapolis are reviving discussions about bringing a casino to the downtown area, a move that could significantly reshape the city’s tourism and entertainment economy. The proposal, still in its early stages, has backing from Mayor Joe Hogsett’s administration and several bipartisan lawmakers who see potential in the additional tax revenue for infrastructure, sports, and convention projects.
A recent state-commissioned study by Spectrum Gaming Group identified downtown Indianapolis as the most promising site for new casino revenue, estimating roughly $490 million in annual gross revenue and $170 million in gaming taxes. Despite these projections, House Speaker Todd Huston has expressed opposition, arguing that central Indiana already has sufficient gaming options through nearby casinos in Anderson and Shelbyville.
Several potential sites have been discussed, including parking lots near the Indiana Convention Center and Lucas Oil Stadium, as well as parts of Pan Am Plaza not being used for the Signia hotel project. These locations could house a 30,000- to 200,000-square-foot gaming floor and connect easily with existing entertainment venues. Other sites, such as Union Station and the USPS facility east of the stadium, are seen as less viable due to size and ownership concerns.
State Senator Aaron Freeman has emerged as one of the strongest advocates, saying a downtown casino could strengthen the city’s financial position and help fund future upgrades for Lucas Oil Stadium and other public venues. He argued that the absence of a casino in the state capital is a missed opportunity for revenue generation.
Local officials, including members of the Capital Improvement Board, believe the proposal could boost tourism and sustain major events. Visit Indy plans to review its position later this month, with many expecting spirited debate about whether gambling fits within the city’s long-term development goals.
