The state’s lawmakers and residents continue to resist efforts to legalize gambling

A new bill introduced in Alabama could give voters the chance to decide whether the state should allow a lottery, casino gambling, and sports betting. Senate Bill 257 was filed by Senator Merika Coleman and proposes a constitutional amendment that would put the issue directly on a statewide ballot.

The measure does not legalize gambling on its own. Instead, it asks voters whether they want lawmakers to move forward with gambling options, including a state lottery, in-person casinos, and regulated sports wagering. The bill also opens the door for Alabama to form a formal gaming compact with the Poarch Band of Creek Indians.

Sen. Coleman’s proposal takes a high-level approach by avoiding specific rules or tax structures. Those details would only be written if voters approve the amendment. Supporters say this strategy avoids the internal disputes that have blocked past gambling efforts at the State House.

Revenue is a major focus of the bill. Sen. Coleman has pointed to funding gaps facing programs like Medicaid and the Department of Human Resources. She argues gambling revenue could help cover those needs without raising taxes on residents.

For the amendment to reach voters, it must pass both chambers of the Legislature with a three-fifths majority. If that hurdle is cleared, the question would go to a statewide vote on a date yet to be determined. No timeline for a referendum is included in the bill.

Public opinion may play a role in its momentum. Sen. Coleman cited polling that shows strong support for allowing voters to decide on a lottery. Alabama is one of the few states without one and is surrounded by lottery states, which often attract Alabama residents’ spending.
