Another Casino Project for New York City Faces Local Backlash

Pushback is mounting for the Caesars-backed casino proposal

A new casino proposal for New York City has stirred strong opposition, with the fight centered on one of the city’s most famous locations: Times Square. The $5.4 billion Caesars Palace Times Square project, backed by SL Green, Caesars Entertainment, and Roc Nation, would transform the office building at 1515 Broadway into a full-scale gaming venue. Supporters argue the plan minimizes disruption since it reuses existing space rather than building on new land.

Despite these assurances, the Broadway community has been one of the loudest voices against the project. Theatre workers and union leaders packed into the Broadhurst Theatre for the proposal’s second and final public hearing, many wearing red “No Times Square casino” shirts.

Opponents claim that adding a casino would undermine the cultural character of the district, overwhelm an already congested neighborhood, and put vulnerable populations at risk. Patricia White, president of the Theatrical Wardrobe Union Local 764, said, “A casino threatens to overwhelm this unique neighborhood character. There are plenty of empty lots in the city. There’ll be jobs there. Go there.”

Supporters, however, say the project offers important economic benefits. Backers highlight that 3,000 construction jobs and thousands of permanent roles would be created. They also argue that unlike competing bids in Manhattan, this project would not displace housing.

Reverend Al Sharpton, speaking on behalf of the developers, emphasized the diversity of the ownership group and argued the casino would create long-term opportunities for local businesses. Caesars has pledged to extend its rewards program to nearby partners, encouraging visitors to spend beyond the casino floor.

The Community Advisory Committee overseeing the bid will vote this week. A two-thirds majority is required for the project to move forward to state-level consideration for one of three downstate casino licenses. The decision could determine whether Times Square becomes the home of one of New York’s most ambitious and controversial developments.
