Senator Bernie Moreno shared that timeline during a CNBC interview in Florida, signaling growing momentum behind the proposal. The bill is designed to define how digital assets are regulated in the US.
Moreno appeared alongside Coinbase CEO Brian Armstrong at a crypto forum tied to World Liberty Financial. Industry leaders, banking representatives, and members of Congress met to discuss market structure and find common ground. According to Moreno, lawmakers are closer to agreement than in previous months.
Stablecoin rewards have been one of the biggest sticking points. Some banking groups worry that allowing interest on stablecoins could pull deposits away from traditional institutions. Moreno suggested that this issue has slowed progress but argued it should not derail the broader legislation.
Armstrong had previously pulled support for the bill, citing concerns about limits on interest-bearing stablecoins and the role of the Securities and Exchange Commission as the main regulator. He now says discussions have improved and that a workable compromise may be within reach. Armstrong described the goal as a balanced outcome for crypto firms, banks, and consumers.
The White House had reportedly been frustrated when Coinbase stepped back earlier this year. Still, administration officials have expressed optimism that crypto market structure reform can pass soon. Supporters believe the bill would strengthen the US position in the global digital asset space.
Prediction markets have reflected shifting expectations, with odds rising sharply before easing again. Moreno dismissed suggestions that political changes after the midterms could threaten the bill. He expressed confidence that Congress will remain supportive of the current direction on crypto policy.
