Lawmakers decide that now’s not the time to concern themselves with updating gambling laws
Northern Ireland’s gambling regulations are stuck in a rut, with calls for reform falling on deaf ears in the recently formed Stormont Assembly. Despite growing concerns about the potential harms of online gambling, particularly the ease of access for young people, there seems to be no political will to address the outdated laws.
The current legislation, the 1985 Betting, Gaming, Lotteries and Amusements Order, predates the explosion of online gambling. It offers minimal protection for consumers in the digital age, leaving them vulnerable to exploitation by online gambling companies. Unlike Great Britain, which introduced a comprehensive Gambling Act in 2005 and has undergone further reforms in recent years, Northern Ireland lacks the regulatory framework to effectively oversee the online gambling market.
This lack of oversight is particularly concerning considering the increasing popularity of online gambling, especially among young people. Studies suggest a rise in problem gambling behavior in this demographic, highlighting the need for stricter regulations and consumer protections. The Assembly’s inaction leaves these vulnerable individuals exposed to potential financial and emotional harm.
There have been attempts to address the issue. In 2019, Stormont began consultations on overhauling gambling laws. However, these consultations failed to yield any concrete action. Earlier this month, the Department for Communities confirmed that a new Gambling Bill is unlikely to be included in the Assembly’s current agenda.
The political stalemate in Stormont further complicates the issue. With deep divisions between the main political parties, there seems to be little appetite for tackling complex legislative reforms like gambling regulation. This partisan gridlock leaves Northern Ireland in a legislative grey area, where outdated laws fail to address the challenges of the modern online gambling landscape.
