The approval pushes the bill forward after considerable delays and opposition
The Senate Constitution and Justice Committee (CCJ) has finally approved a bill to allow gambling activities such as casinos, bingo, and Jogo do bicho in Brazil by a 14-12 vote.
The proposal specifies criteria for analyzing and regulating gaming activity. It also defines the taxation of gaming providers, player’s rights, and the prizes to be offered.
The bill’s rapporteur, Senator Irajá, states that the legislation helps to promote tourism, grow the economy, and guarantee that gaming activities are regulated and secure. He believes that legalized gambling will add 700,000 jobs, generate R$44 billion in investments, and double the number of tourists from outside the country.
The Chamber of Deputies approved the same legislation in 2022 but had to pass several hurdles in the Federal Senate due to opposition from the evangelical bench and conservative lawmakers, which delayed the proposal. Groups have been lobbying in Parliament for the last few weeks to gain more votes in favor of the bill.
The new legislation will authorize casinos in tourist centers or incorporated leisure complexes, including luxury hotels, bars, restaurants, and cultural event spaces. Each state and Federal District will be permitted one casino, with São Paulo allowed up to three. Rio de Janeiro, Minas Gerais, Amazonas, and Pará will each be authorized up to two casinos.
A maximum of 10 casinos will be allowed on maritime vessels throughout the country, with river vessels required to change locations every 30 days.
The bill now moves to the Senate Plenary for review and will be forwarded to President Luiz Inácio Lula da Silva for his endorsement if approved.
